Does the recovery plan meet the needs of large communities?
François Rebsamen: Today, communities do not have the full means to participate in the recovery. We could go higher, faster, stronger. Metropolises and large cities are the big forgotten ones in the recovery plan. It is not a recovery plan for communities. It is too vertical. It’s still the same problem. The State sets its own investment objectives for itself and the regional level is the receptacle for negotiations between the State and the communities. I am quite critical of the bureaucratization of the process with calls for projects that do not immediately respond to the revival. It’s a huge machine that takes a lot of time.
