The fire broke out on the fourth floor of the office building, which houses a medical clinic for psychiatric patients, among other things. According to witnesses, the man placed a paper bag with a flammable liquid near a heater in the waiting room of the clinic. He would then have kicked the bag over, after which the liquid caught fire and the fire broke out.
