Stt wants the whole building to be the same. Prague and gave a big city with a storm Home

PRAGUE At first glance, this is clear. The village and the city of two thousand are not the same. According to the Ministry of Regional Development, however, they should be built according to the same rules. Prague has had an exception so far, but in the new construction design it will not work.

In Prague, several quarters will be built in five years. The construction is being carried out at the Nkladov ndra ikov, at the brownfield in Bubny or at the Masaryk ndra. These are all huge areas near the center, from which the metropolis promises not only modern HV, but also the standards that the city sets with the city. That is why Prague approved building standards seven years ago, it supports the needs of the city. With the new building code, which was adopted by the government on Monday, Prague is threatening to lose its building regulations.

What standards is it about? It’s nothing complicated, because the fact that my two cracks of building regulations are green is visible in those neighborhoods, which are among the most sought after. Simply put, the rules offer fillers, investors and developers to create such neighborhoods as Dejvice or Vinohrady. On the contrary, in order not to give rise to communication, they prove to be problematic. The Ministry of Regional Development, with its proposed method of disaster in Prague, Ondej Boh, the director of the Prague Institute of Fulfillment and Development, said that the neighborhoods to be created would be reminiscent of the fact that they would return.

The crack of maneuver for construction assistance can help such things as parking, subway, age limits, but also anti-flood weapons. According to the law, they must not be built in the active lands of the navigable land. However, after the floods in 2002, the metropolis built a weapons system.

The cracks in building regulations determine, for example, the level or level of water. That’s what the metropolis could drink.

The Ministry of Urban Development (MRD) argues that at present the rules for construction are enshrined in several different regulations, the first hearing with different land validity. According to the Ministry of Regional Development, the building blocks themselves, which are subordinated to the state, also stood to this extent. According to the Ministry of Regional Development, the head, who assessed the construction of the walls encroaching on the Central Bohemian Region and the main town, had a head start with the regulations. Therefore, it was decided that the basic land and technical regulations should be uniform for the Czech Republic.

Specially empowered to act with its own norm, currently the capital is the only one. This has been the case since 1815. Once upon a time, other cities also had their own rules, so independent construction applied to Moravia. Gradually, the legislation began to unify, the only one who was not affected was Prague.

Brno and Ostrava for Prague!

In a sense, the two unified legislations make sense, of course. On the other hand, cadmium must be clear that Prague and Ostrava are different cities with different needs. Lately, the cities themselves have been aware of this. It is not only about technical issues, but also about urban planning. And the construction cone will never bring such a level of work in progress. Terms such as the stubble or the construction site, which two suggest typically urban blocks of buildings, are in short a little more, with the whole decree not working.

The trend is thus completely over, not as the ministry wants to start now, when it has its own regulations for Prague. Brno or Ostrava, which stands together with Prague and paradoxically fight for its bet, also follow its own norm. Crack building regulations are generally positively perceived by the professional public as a step in the right direction. Statutory cities in the Czech Republic, on the other hand, have the opportunity to issue their own municipal building regulations. The Ministry of Regional Development did not hear the request for practice and enforced a single, bureaucratic approach, determining the requirements for construction from above, central, and it is meaningless in the diversity of cities and the variety of their forms and conditions, said the director of the Office of the Brno City Architect Michal Sedlek.

Ostrava is similar, according to which the quality of the environment should be taken into account. In the communication of the new building code, there is a constant accent on the speed of construction, but do not talk about the quality of the exhibition space. Even the only document that, in the clear and comprehensible form of customs, ie Prask building regulations, lost its validity with the new proposal, sighed the director of the Municipal Studio of Spatial Filling and Architecture of the City of Ostrava, Ondej Vyslouil.

Especially fast

According to Jiho Plos, a first-grader who also studied the history of architecture and now works as the first advisor to the Czech Chamber of Architects, it was true that the first regulations prepared in Prague to some extent predetermined the first rights, they were later processed for another country.

After the city changes, the Ministry of Regional Development did not respond. In the last year, we have made clear to the ministry what the Czech cities need, we have not heard a single reminder, say God. Changes to the new construction process will take effect when the embankment is approved in the House. The question is whether anyone will think not only of Prague, but also of other cities that want to set the direction of urban planning. According to the ministry, this is the diversity of mon. ground filling with elements of regulated filling can set the requirements for public spaces and streets, distances of buildings, fencing and parking wall otherwise, even for the ground floor, speak MMR Vilm Frek.

But experts will do it differently. As if it didn’t matter what we were building, it would be fast. Similar regulations, such as Prague, should be adopted first and given by cities. Tistatica’s post-industrial metropolis in the case of Ostrava cannot be called the same template as a small 2,000-strong village, to Vyslouil. Let me recall this a bit of the motto Pna ring in the modified version: One prescription will take, one take to them. In time, the following could also be valid: One will bring everyone, into darkness.
