Bulgaria prohibits the conclusion of public contracts with Russian citizens, and from October 10, 2022, the execution of old contracts with individuals and legal entities with Russian citizenship will also cease. This was announced by the Public Procurement Agency, reports Bulgaria On Air. The actions are in line with EU sanctions against Russia over the war in Ukraine.

The Council of the European Union adopted a Regulation that also stops the conclusion of contracts with organizations and institutions established in Russia.
The ban is also applied to subcontractors, suppliers or entities whose capacity is used in accordance with the PPA, when their participation in the execution of the order is more than 10% of its value.
If the circumstances are established for already concluded contracts, they should be terminated in accordance with the rules of national legislation. The contracting authorities assess whether, after the termination of the concluded contract, as a result of the restrictive measures, it is necessary to award a new contract with the same subject, specified by the Public Procurement Agency.
