State/private sector dialogue: land issues in focus

End of the work of the 5th National State-Private Sector Meeting on July 4 in Bobo-dioulasso under the effective chairmanship of the Prime Minister, Appolinaire Kyelem de Tembela, chairman of the steering committee of the consultation and orientation framework for dialogue between L state and the private sector. The closing ceremony saw the reception by the government of 567 million representatives, the contribution of elected consular officials, Africalia and the staff of the Chamber of Commerce and Industry.

The 2023 edition focused on the theme “The role of land in the promotion of productive investment in Burkina Faso”, a theme discussed during the regional meetings organized in July 2023 and whose recommendations were validated by the participants, approximately 600 according to the organizers and representatives of the actors of the private sector and the public administration.

The highlight of the meeting was undoubtedly the direct exchanges between the parties following the presentation of the general theme and the two sub-themes: What public/private partnership for the development of industrial zones, growth poles and platforms? economic”; and the second sub-theme “Optimization of land policy for sustainable productive investments in a context of security challenges”.

Under the moderation of the Minister of Industrial Development, Trade, Crafts and SMEs, the debates validated consensual recommendations in line with the theme of the 2023 edition.

We propose those which were presented during the closing ceremonies, by the rapporteur’

. Recommendations related to the theme

1. the rehabilitation of industrial zones, in particular the repair of roads and access roads, the installation of a fire safety system and the creation of infrastructure and collective equipment;

2. securing land reserves dedicated to economic activities;

3. development of new Economic Activity Zones in regional capitals with the participation of the private sector;

4. the development of a plan for the development of structuring investments taking into account the potentialities of the regions

5. the creation of a fund to finance economic infrastructure development projects;

6. the revision of texts on land to have control over land and better protect investors;

7. reducing the time, cost and procedures for obtaining land titles;

8. the taking of special measures for the access of micro, small and medium enterprises to land;

9. the effective removal of unused land from economic activity zones;

10. the taking into account of specific spaces dedicated to socio-economic infrastructures (schools, health centers, crafts, tourist facilities, hotels, parking sites, etc.) when building in all localities of Burkina Faso;

11. the fight against land speculation in industrial zones and growth poles;

12.digitalization of the land cadastre;

13. the acceleration of the creation of rural land services in the communes and the harmonization of the costs of establishing certificates of rural land possession;

14. the delimitation of production zones specifically dedicated to agro-sylvo-pastoral and fishing activities

A monitoring committee is responsible for monitoring the implementation of the recommendations and a report will be made at the next State/private sector meeting.

The implementation of the recommendations of the meeting of the 2022 edition was 58%
