Speed reduction to 30km / h from 2022, Lyon is slowing down like many cities in Europe

While Paris generalizes the speed limit to 30km / h from August 30, 2021, Lyon plans to follow suit from 2022.

The vice-president of the Métropole de Lyon in charge of roads and active mobility, Fabien Bagnon, spoke in favor of a limit of 30 km / h for cars throughout the city of Lyon. To be more precise, if the measure is applied, compliance with 30 km / h will be the rule and the limitation to 50 km / h will become the exception.

“The date will be announced before the end of the year”, specified the municipal councilor of Saint-Genis-Laval din the columns of our colleagues from La Tribune de Lyon. To the various criticisms formulated on social networks Fabien Bagnon responds by tweets interposed. “No, the city at 30 km / h will not increase pollution. City 30 increases road safety and saves lives, especially those of the most vulnerable”

Reduce the number of accidents and noise

According to the town hall of Paris, which has decided to generalize the rule, “The reduction in the authorized speed on the roads makes it possible, on average, to reduce the number of bodily accidents by around 25%. This reduction can reach more than 40% for serious and fatal accidents.”

In addition, the municipality adds as a strong argument that “a reduction of 20 km / h in the speed of vehicles on the road would halve the noise (of the order of -3 decibels) near the traffic lanes”. In other words, the 30km / h limitation worries many users, especially motorists, truck or two-wheel deliverers, but promises a better living environment.

A relative improvement in the case of Paris because according to british parif, the noise observatory in Ile de France, lowering the speed of traffic does indeed lower the decibels. However, the average speed is already below 30 km / h, we can imagine that the measure has little impact on noise pollution.

A wave of slowness in Europe

Paris, Lille, Grenoble, but also Milan or Madrid, the city 30 is spreading in metropolises and medium-sized cities. In France no less than 250 municipalities are concerned.

Kosovo, Serbia May 2021. During the last World Week for Road Safety the UN coordinated several actions to call for speed limits to 30km / h in all cities of the world.

In the metropolis of Lyon, Oullins was the first to make this choice in July 2019. The municipalities of Poleymieux-au-Mont-d’or and Fontaine Saint-Martin also apply these limitations for better cohabitation between the different forms of mobility .

What impacts? The Grenoblois example

In 2016, the metropolis of Grenoble generalized traffic at 30 km / h throughout the territory. 43 of the 49 municipalities in the agglomeration followed and 30 km / h became the rule. The Cerema (Center for studies and expertise on risks, the environment, mobility and planning), conducted a study three years after this decision and it shows a drop in the number of accidents and their severity with better protected pedestrians.

The report also mentions“a decrease in motorized traffic between 2016 and 2018 (-9% of light vehicles and – 20% of heavy goods vehicles) and a significant drop in speeds in the territory of the city center (less 5 km / h on average compared to the situation before the device) “.

Note, however, that these results are progressive: 1 in 3 autobolists said they respected the limitation after one year, against 38% after three years.
