The so-called seven-day incidence value decides whether easing is possible in a federal state or district. The value 50 is particularly important. We show which districts can hope for easing of the hard lockdown from Monday.
The federal and state governments agreed on some easing at the Corona summit on Wednesday on numerous opening steps. After schools and hairdressers have opened on March 1st, they will come into effect on Monday, March 8th.
In stage two, bookstores, flower shops and garden centers as well as retail stores for daily needs are allowed to open. So-called body-hugging services such as massages and lessons in driving and flight schools should also be allowed again.
Corona summit decides step-by-step plan for opening
Further stages were also decided. In stage three, which can also come into force from March 8, further, nationwide or regional openings in retail stores, museums, galleries, zoos, botanical gardens and memorials as well as the permission of non-contact sports for a maximum of ten people are planned, if the incidence value is stable below 50.
If it is between 50 and 100, appointments are relaxed or sports are allowed in smaller groups. If the incidence value is over 100 on three consecutive days, an emergency brake applies – then the rules that applied until March 7th apply again from the second following working day.
We show in the overview which federal states and districts can hope for easing of level three from Monday. At the end of the text we give an overview of the further easing levels.

From April 5th, the maximum easing level five can be reached
In level four, which can apply from March 22nd at the earliest, outdoor restaurants, theaters, concert halls, opera houses and cinemas can be opened if the incidence remains stable below 50. Contact-free sports indoors and contact sports outdoors are then also allowed. If the incidence value is more than 50 new infections on three consecutive days or is stable or falling below 100, the areas mentioned can assign appointments
Level five then allows for leisure events with up to 50 participants in the fresh air and contact sports indoors from April 5 at the earliest. If the incidence value is more than 50 new infections on three consecutive days or is stable or falling below 100, retailers can continue to open up with customer restrictions, contact-free sports indoors and contact sports without compulsory testing outdoors.
