I emphasize that these are theoretical calculations, because the world has not yet experienced things like that,” he said.

The prime minister also announced plans in the event of a complete blackout for large cities in Ukraine.

According to him, the Ukrainian government is preparing for all possible scenarios.

“The leaders of the OVA, the leaders of the communities, demonstrated the response plans in case of critical situations. These documents are marked as ‘For official use’, they cannot be announced publicly,” Shmyhal said.

As for big cities, Shmyhal said the president’s initiative to create “invincibility points” is the only realistic way.

“As of last week, there were 5,000 of these ‘points of indestructibility’ in Ukraine. The government made a decision and fully normalized the issues of setting up and operating these points: financing, maintenance of service officers , fuel supply, etc. We predict that in two weeks “Invincibility Points” will go from 15 to 17 thousand. This is the tool that will help people survive in critical moments when a blackout can occur. And, of course, it was drawn up a list of actions for local authorities has been defined. There is no other way out, “said the Prime Minister.

As for the preparations that will help survive the blackout, Shmyhal noted the need to provide an array of food, heating, water, heating, communications and electricity.

“If we only take train stations, they can already become a refuge for hundreds of thousands of people, I’m not even talking about schools and hospitals now,” he stressed.

At the same time, the Prime Minister noted that in the event of a blackout, the heating system could become a major problem, the maintenance of which is entrusted to the local authorities.

According to Shmyhal, in the event of a blackout, moving people to the countryside will not work.

“In the event of a blackout, that’s a completely different story. If it’s all over the country, where will it be taken, if the whole country is in a humanitarian catastrophe? We understand what will happen. Some people will move to the nearest rural settlements, some plan to stay in the cities and have made the appropriate preparations…Someone will reach the point of invincibility.Someone will go abroad…The key task will be to survive. Therefore, we are now doing everything to avoid such a scenario.” , summed up the Prime Minister.
