Seine-Saint-Denis: a child knocked down on the former RN3, residents are mobilizing against “the accident too many”

“A child almost lost his life recently. He was on the crosswalk. He crossed on the green and was hit by a car. The motorist roasted the fire, plague Eros Sana, president of the Forts comme un Ourcq association, in Noisy-le-Sec. It’s the umpteenth accident on this route, and it’s one accident too many. »

Residents, parents of students and associations call to mobilize and “occupy the street”, this Saturday, from 2 p.m. The meeting is given in front of the bakery, on the Noisy-le-Sec side. “There is no fatality, repeats Eros Sana. We can change that. »

“Everyone is at least 70 km/h”

The 8-year-old boy was operated on. He is better but is “traumatized”. Like his family and the inhabitants of the neighborhood. They no longer want to “cross their fingers every time” they have to cross the road, “wait for the cars to stop at the red light to start driving”, “remove the pushchairs in extremis because a car or a motorbike burned out”. They say stop to all this insecurity around the rue de Paris, which, for many “remains the National 3”.

“Everyone is at least 70 km / h”, loose Alban, member of the association. “There is also a visibility problem with the voluntary drop-off points located near the traffic lights”, adds Jean-Marc. “There is no signage, nor agents to cross the children, as is done elsewhere”, adds Clarisse Heusquin, president of the FCPE Jean-Renoir. “There has already been a person but she told me that she had stopped because she was risking her life”, explains Hélène, another member of the associations.

The neighborhood is changing… without adequate road improvements

The issues are numerous and not new. The associations did not wait for this accident to alert the public authorities: “this action follows a river of letters, assures Eros Sana. We even launched a petition that we are in the process of reactivating”.

Calls without concrete answer, for the moment. “We were told to wait for the TZen3 which was due to arrive in 2022, but now the project has been postponed to 2028 and again… We have to act. This is no longer possible, residents insist. The neighborhood is getting denser. But the facilities have not been thought out, ”they regret. The area is changing. New neighborhoods have recently sprung up and other buildings are being built. “They are urbanizing but it is not suitable. »

The mayor (PCF) of Noisy-le-Sec, Olivier Sarrabeyrouse concedes that all the actors in the development of the area should have thought better about this problem upstream, “in 2014-2015”. “It might have been necessary to integrate a footbridge or an underpass to access the school,” he says.

Deceleration devices under study

He assures that his services are studying “two applications” to occupy the post of school agent who would make the children cross “in the morning, at noon, and in the afternoon, but also later, at extracurricular hours. In addition, he is also awaiting a response from the prefect following a letter dated December requesting the installation of radars. “The basic problem is the behavior of motorists. »

The county council also asked the prefect this Thursday. “We are asking for the installation of a fixed speed camera in both directions to control speed, a traffic light crossing radar and an increase in road checks on this axis”, confides Corentin Duprey, the vice-president in charge of sustainable mobility and regional development to the departmental council of Seine-Saint-Denis, which claims to take these “cries of warning very seriously. These unacceptable behaviors must be sanctioned. »

For its part, the department undertakes to install “quickly informative signage” and specifies working with the city and the EPT in order to put in place “deceleration devices to slow down the speed”. Waiting for more extensive, long-term work with the TZen3.

Asked, the Prefecture did not respond to our request.
