Russia’s Controversial Bid: A Secret Vote to Return to the UN Human Rights Council

(AFP, United Nations Headquarters, New York, 7th) Russia invaded Ukraine in February last year and was expelled from the United Nations Human Rights Council in April of the same year. Now that the war between Russia and Ukraine has not stopped, Russia will try to return to the Council through a secret vote. The vote will reveal the strength of international support for Russia.

The United Nations General Assembly will vote on October 10 to elect 15 new members of the United Nations Human Rights Council (UN Human Rights Council) for a term from 2024 to 2026.

The 47 members of the Human Rights Council are mainly distributed by region, and each large regional group mostly selects its own candidates in advance and submits them to the United Nations General Assembly for approval.

However, this year, two groups are facing a situation where there are too many people and too little money. Brazil, Cuba, the Dominican Republic and Peru in Latin America will compete for three seats, and Albania, Bulgaria and Russia in Eastern Europe will compete for two seats.

Moscow’s candidacy has raised questions from the outside world. Just days before the vote, the Russian army launched a missile attack on the Ukrainian village of Groza, killing more than 50 people and leaving the entire village littered with corpses.

A US State Department spokesman told AFP on condition of anonymity: “We hope that members of the United Nations will firmly reject (Russia’s) ridiculous candidacy… Members of the Russian military have committed violations of international humanitarian law, including war crimes and war crimes in Ukraine. Crimes against humanity.”

The vote to be held on the 10th will be conducted anonymously, which may allow the outside world to see more clearly that in this disintegrated world, some developing countries are tired of Western countries’ continuous attention to Ukraine.

To be elected as a member of the Human Rights Council, a country must obtain at least 97 votes among the 193 UN member states.
