Take the red zone throughout Italy, with the restrictions on travel and the prohibitions defined in the Christmas decree, measures and rules adopted to deal with the risks associated with the spread of Coronavirus. From today, therefore, Christmas Eve, until December 27, and then December 31 and 1, 2, 3, 5 and 6 January 2021, the country will find itself in a scenario of maximum severity characterized by a high level of risk ( type 4 scenario).

But what does it entail and what are the rules to follow? A circular sent to the prefects by the head of the Cabinet of the Ministry of the Interior, Bruno Frattasi, provides some indications on the measures adopted with the decree law n. 172/2020, let’s see them in detail.


MOVEMENTS AND SELF-DECLARATION– “In relation to the movements” that can take place out of the ordinary on orange days and red days “towards a single house in the same region between 5 and 22 within the limits of two people” in the period between December 24 and on January 6, the relative “justificatory reason may be provided by using the usual forms of self-declaration, in the part where reference is made to ‘reasons admitted by current regulations’ “the Interior Ministry specifies in the circular.

” Transfers that reconnect to assistance activities carried out, in the context of a voluntary association, also in agreement with local authorities, in favor of people in need or disadvantage are allowed, without time limits. Consequently, for the movement linked to these activities – it is explained – the completion of the social voluntary service may be justified ”.

PLACES OF WORSHIP – ” Access to places of worship and participation in religious functions are still permitted ”, the circular reads, and ” the time limits imposed by the so-called curfew will also apply in these cases ”.

‘ORANGE’ DAYS – “With respect to the prohibition of inter-municipal mobility that is in force in the so-called orange area, the provision allows by way of derogation”, is written in the circular, on 28, 29 and 30 December and 4 January transfers from municipalities with a population not exceeding 5000 and for a distance not exceeding 30 km from its borders. “It is noted – specifies in the Viminale circular – that the demographic dimension refers only to the municipality a quo, and not also to the one ad quem, for which the demographic data is therefore not relevant, while instead it detects, in an impeding sense to moving , the fact that the municipalities of destination have the status of provincial capital “.

CHECKS – ” The usual punctual attention is recommended in ensuring the provision of effective services aimed at guaranteeing the correct observance of the measures ”, is written in the circular sent to the prefects, in particular ” as regards the controls along the arteries of traffic and in the city, in order to prevent possible violations of mobility restrictions or situations of gathering of non-compliance with interpersonal distancing ”.
