Less than two months after the promised reopening of the schools, principals, administrative assistants and janitors spend their days with the meter in hand, measuring and moving desks and furnishings, mapping classrooms, gyms, laboratories and corridors: in short, all the spaces recoverable to make place for students respecting the rules of distancing imposed by the health emergency. But no matter how hard, at the state, as recognized by Minister Lucia Azzolina herself, there is no place for 15 percent of Italian pupils, 1.2 million children and girls. A situation that the leader of the CGIL School Francesco Sinopoli summarizes as follows: «Today the conditions under which schools reopen in the presence are not there: it is useless to continue telling that things are going well, we should be honest. Due to the delay with which the confrontation began and the scarcity of resources, the situation of schools is dramatic. School leaders are chasing spaces; we need an extraordinary staff that is not there at the moment ».

The union alarm
Sinopoli spoke during the press conference “School is done at school” promoted by CGIL, CISL, UIL, Snals and the school’s guild. “The concern that is emerging – he continued – is that since school time will be reduced, we will return to distance learning. We unions want to go back to school. We don’t want different solutions. We need a school law decree. The government must clearly say that the school must be reopened in the presence, “concluded the unionist. Minister Azzolina undertook to ask MEF 80 thousand new teachers (there are many vacancies this year), but candidates are missing to fill them, especially in the North where some rankings (mathematics, Italian and support) have long been exhausted. Already last year of 53 thousand new hires authorized by the Ministry of Economy less than half (24 thousand) were successful. It is not surprising that the unions foresee a record number of alternates for September: in addition to the two hundred thousand already expected, the 50 thousand will be added, which Azzolina has always said will be made available to schools to deal with the emergency. Even more tense, the intervention of the secretary Uil Scuola Pino Turi: «While the house is burning – he said – the minister is concerned with calling the interior designer. But we must first call the firefighters, we are in emergency. It seems to me that there is no such awareness. I hope to be wrong but we have the idea that there is great nervousness in the area. We need more spaces, a reduction of pupils per class and more teachers ». In Lazio – said Turi – there are 80 undersized schools ». It is no coincidence that in the guidelines of the regional USR, in order to earn extra seats, it is recommended that the principals give up the chair by replacing it with a bench next to the wall.. The reopening guidelines – as the minister often points out – provide for the possibility for local authorities (school owners) to make agreements with cinemas and museums, to recover barracks and abandoned schools. In Rome there are even those who turned to the Quirinale asking for loaned rooms for lessons. “He is a minister with whom it is difficult to speak because he does not want to listen,” concluded Turi.
