It should be remembered that dubious practices of recruiting foreign students from certain educational establishments have been brought to light in recent months. In order to preserve the integrity of the International Student Program and protect potential students, the Department decided that it was in the public interest to suspend the receipt and processing of applications until March 31, 2021. temporary selection for studies, presented by foreign nationals admitted or enrolled in one of the educational establishments targeted by an audit or investigation by the Ministry of Higher Education. A ministerial decree was published to this effect on December 30, 2020.
The court hearing the request from the Cégep de la Gaspésie et des Îles specifies in its decision of January 11, 2021 that the Department’s mistrust of these programs is not unreasonable, but that the suspension constitutes a significant inconvenience for these students. who organized their lives in order to study in Quebec this winter. It thus orders the resumption of the reception and processing of requests.
The Ministère de l’Immigration, de la Francisation et de l’Intégration therefore announces that it has complied with this court decision and has also undertaken to resume the reception and processing of selection applications on a temporary basis. for studies already received from foreign nationals admitted to all the educational establishments designated in order 2020-008 published on December 30, 2020.
Investigations and verifications carried out by the Ministry of Higher Education are continuing. The Department reaffirms its willingness to collaborate with all parties involved in the process to ensure the integrity of its programs and of the immigration system in Quebec.
