Circulating video of Regional Secretary (Sekda) Takalar RegencySouth Sulawesi, Muhammad Hasbi is suspected of campaigning for the presidential-vice presidential candidate pair number two Prabowo-Gibran when opening a teachers’ meeting at the Balla Apakka Sulapa’ Takalar Regional Museum, South Sulawesi.

The video, which is distributed for one minute, shows the Takalar Regional Secretary, Muhammad Hasbi, discussing the issue of educational personnel. The video has been spread on a number of social media platforms.

Then, in the middle of the discussion, Hasbi mentioned that President Joko Widodo had promised to appoint CPNS for teaching staff and that the program would be continued by presidential and vice presidential candidate number 2 if elected in the 2024 presidential election.

“Pak Jokowi has promised that if his son wins, God willing, the program to appoint millions of CPNS will continue. That must be appreciated, we need CPNS appointments. There are not enough teachers,” said Muhammad Hasbi in the video.

There is no further explanation regarding who the child in question is, and who won in what way. Currently, one of Jokowi’s children, Gibran Rakabuming Raka, is running in the 2024 presidential election paired with Prabowo Subianto. Candidate candidate number 2 is often said to be supported by Jokowi even though Jokowi’s political party, PDIP, is supporting candidate pair Ganjar-Mahfud.

Furthermore, in the video, the Takalar Regional Secretary complains about the difficulty of finding funds to pay PPPK teachers, because there are no funds in the Takalar Regency Regional Government.

“We are half-dead looking for where to spend for PPPK payroll. So we are very grateful that Takalar is pro for the existing PPPK but we are sorry that it has not been picked up waiting for the appointment of CPNS,” he said.

Hasbi said that he did not want to appoint PPPK to increase the burden on the APBD.

“We don’t want to increase the burden on the APBD, we want the APBN from the center to increase for PPPK studies,” he concluded.

Regarding the video, South Sulawesi Bawaslu Commissioner, Saiful Jihad, said that his party had asked Bawaslu Takalar to investigate the alleged violation of ASN neutrality.

“Yes, I coordinated with Bawaslu Takalar, they said they have now carried out an investigation,” said Saiful, Monday (15/1).

Saiful said that his party had warned against the neutrality of ASN for alleged election violations.

“We have seen the neutrality (of the video), just friends (Bawaslu Takalar) continue,” he said.

However, Saiful admitted that he had not been able to determine whether there was a criminal election violation, because Bawaslu Takalar was still carrying out investigations and if it led to a criminal election violation, there would definitely be stages that would be carried out by the Integrated Law Enforcement Center (Gakkumdu).

“We’ll see first what the position of the case is. Whether it benefits other candidate pairs or not,” he said.

Takalar Regional Secretary’s clarification

Meanwhile, the Takalar Regional Secretary, Muhammad Hasbi, denied that he was campaigning for a particular candidate pair. Hasbi said he did not invite the teachers who attended the Teacher Conference in Takalar to vote for certain presidential and vice presidential candidates.

“There was no invitation to choose a candidate pair or convey the candidate pair’s vision and mission. What I conveyed was the president’s program,” said Hasbi.

Hasbi explained how this incident then went viral because it was thought to be campaigning for a certain presidential candidate.

He said the incident occurred on January 10 2023 during the Takalar Regency Teachers’ Conference. He spoke in a welcoming speech.

“All the teachers were present, both PNS, PPPK and honorary teachers. There was a question and answer session there which then developed into a discussion.” Hasbi said.

One of the discussion points, he said, was that the honorary teachers questioned the government’s policy of not appointing them as PPPK even though they had served for many years.

Hasbi admitted that from this question he then quoted the president’s statement that he wanted to appoint millions of CPNS.

He also emphasized that there were parties who cut off the discussion completely and regretted the misunderstanding from all elements of society.

“So I regret this incident. If you were present in person, you would understand the flow of the discussion. It feels like there are evil hands trying to destroy the stability of this region in the 2024 political year. We have all followed the ASN neutrality declaration,” said Hasbi.

There has been no statement from other related parties such as the Prabowo-Gibran Regional Campaign Team (TKD) regarding the Takalar Regional Secretary’s statement.
