Recent High-Level Contacts between China and the United States: Progress and Considerations

China and the United States continue to carry out high-level contacts.

The Ministry of Commerce of the People’s Republic of China announced on Tuesday (August 22) that at the invitation of the Chinese side, US Secretary of Commerce Raymondo will visit China from August 27 to 30.

Raimondo will be the fourth senior US government official to visit China this year. Prior to this, US Secretary of State Blinken, Treasury Secretary Yellen, and the President’s special envoy for climate issues John Kerry visited Beijing.

After the news of Raimondo’s visit to China was announced, US National Security Adviser Sullivan was asked about his expectations for the US-China dialogue: “The US sent cabinet officials to China to change China, and the US does not expect these dialogues to change. U.S. On the contrary, both China and the U.S. have the opportunity to use this high-level contact to ensure that the relationship between the two countries has a basically stable foundation, even if we compete fiercely in many fields.”

By the standards of the United States, in order to ease the tension between China and the United States, the recent actions of the United States have been restrained. Of course, from China’s perspective, the actions of the United States are still unacceptable. These actions include:

1. Narrow down the negative list. The day before the United States announced Raimondo’s visit to China, the Bureau of Industry and Security (BIS) under the U.S. Department of Commerce issued a statement saying that 27 Chinese entities were removed from the “unverified list” (that is, the watch list for possible actions) remove.

Although the United States should never have put Chinese companies in these lists, Bloomberg, which has been following Raimondo’s visit to China, said in a report that this move clearly shows that Washington has extended an olive branch to Beijing.

2. Comment positively on Hong Kong. The U.S. Consul General in Hong Kong and Macau, Mel Rurui, attended the opening ceremony of the Harvard Asian and International Relations Program Asian Conference 2023 in Hong Kong on Tuesday night, saying that he has not seen American companies withdraw from Hong Kong, and Hong Kong still has many strengths and is competitive. During the interactive session, some participants asked about the situation after the implementation of the National Security Law in Hong Kong. Meurui said that American companies are still concerned about issues such as Internet information censorship and data processing, but he has not seen American companies withdrawing due to this.

In all fairness, the US Consul General in Hong Kong, Mel Rurui, said that US companies have not withdrawn from Hong Kong, which is no longer bad news about Hong Kong.

3. Handle Lai Qingde’s transit in a low-key manner. Taiwan’s Democratic Progressive Party leader Lai Ching-te took the opportunity to fly to Paraguay to attend the inauguration ceremony of President-elect Pena and stopped in San Francisco on his way back to Taiwan.

But the United States requires Lai Qingde to keep a low profile, so Lai Qingde has no plans to deliver important speeches in the United States or meet key members of Congress.

Although the United States should never let Lai Qingde transit through the United States, the arrangement is indeed low-key. The headline in The New York Times read, “Lai Qingde’s U.S. transit trip is low-key, avoiding angering Beijing.”

It can be summed up like this:

1. The United States has made some compromises in order to resume high-level contacts with China. While those actions were largely off the table, some concessions were made by American standards.

2. Sino-US relations are highly tense, which is not good for Biden’s election next year. He wants to strive for more diplomatic achievements, stabilize relations with China, and prevent China and the United States from slipping from a cold war to a hot war. This seems to be the direction that the United States has been asking for high-level contacts.

3. Biden will go to India from September 9th to 10th to attend the G20 summit. He opened his mouth and expects to meet President Xi Jinping during the summit, so now we need to create a good atmosphere.

Of course, we must also be careful. The United States may be very short-sighted when extending these olive branches.
