Individual Freedoms in Greece:
Greece ranks 25th among the 27 EU countries in the Individual Freedoms Index based on 2021 data.

The new Policy Text of the Center for Liberal Studies presents the state of individual liberties in Greece based on the latest available data for 2021, making a documented contribution to the debate on the quality of liberal democracy in our country compared to the rest of the European Union.

The study presents and analyzes the data of the Personal Freedom Index, which is published by KEFIM’s international partners Cato Institute and Fraser Institute, and measures the overall freedom of the individual, with the rule of law (rule of law) as key areas; security and protection; freedom of movement; freedom of religion; access to the right of assembly, association and civil society; freedom of expression and information; and freedom of human relations.

Key Findings

• Greece ranks 25th out of 27 EU countries on the Cato Institute and Fraser Institute’s Index of Individual Freedoms based on data for 2021 (the year with the most recent data available), higher only than Bulgaria and Hungary.
• Greece’s ranking in the Index saw a significant decline from 41st place in 2009, to 52nd place in 2021, marking the lowest score since 2000 in the last edition of the Index.
• The greatest weaknesses of our country are noted in the fields of the rule of law (rule of law), freedom in human relations, and freedom of expression and information.
• In freedom of expression and information, the low performance is mainly due to the sub-indicator measuring the extent to which individual journalists are harassed (eg threatened with defamation lawsuits, arrested, imprisoned, beaten or killed) by governmental or non-governmental actors while exercising legitimate journalistic activities.
• The greatest distance from the rest of the European Union is recorded in the field of freedom in human relations, where Greece falls 2.13 points out of 10 from the EU average.

The Index of Individual Freedoms is published in the study Index of Human Freedom 2023, by the international partners of the Center for Liberal Studies Cato Institute and Fraser Institute, which reflects the overall picture of human freedom.
