The head of the Department for Emergency Situations, Raed Arafat, said on Saturday, during a press conference, that 15% of the warning sirens in Romania are non-functional. Following the national exercise “Miercurea Sinelor”, which resumed a few days ago, the authorities found that several pieces of equipment required repairs.
“7,150 electronic and electric sirens were activated out of the total of 7,539 existing nationwide. With centralized action there were 3,000 of the 3,070 and with local action 4,150 of the existing 4,469. Of the total of those acted upon during the exercise, 1,076 were not operative and their verification and repair is required. That means 85% of the activated sirens worked, and 15% require repair. At the next exercise, let them be tested again,” Arafat said.
The population warning equipment was tested throughout the country, on Wednesday, between 10:00 and 11:00. During the simulations, both the transmission flows of notification messages to the authorities and the functioning of the means of alarming the population (sirens) existing at the community level were checked.

At the level of 2022, the alarming of the population is achieved with 7,539 sirens of different powers. According to IGSU, the situation regarding the operation of public alarm sirens is as follows:
- in the centralized system: 3,070 sirens from the county, municipal, city and local level (40.72%);
- in non-centralized system (local from control panels): 4,469 sirens (59.27%).
The resilience of the community to overcome the consequences of some disasters is strengthened by the permanent training of the authorities responsible for the management of the type of risk, in collaboration with the civilian population, in order to achieve the common desired of improving the capacity of a state to react to challenges”, emphasizes IGSU.
What is the role of sirens?
Notification, warning, pre-alarming and alarming are carried out in order to arrange measures to protect the population and material assets, as well as to limit the effects of disasters, states IGSU.
The most common situations in which the population is alarmed, by means of electric and electronic sirens, occur during floods, when the imminence of floods that endanger people’s lives is signaled.
Also, the notification-alarm system is used in the event of technological accidents involving dangerous substances, the breaking of hydrotechnical dams or objects falling from the atmosphere.
This method intended for the protection of the civilian population can also be used during armed conflicts. By means of these means of alarm, acoustic signals with different meanings can be transmitted or voice messages can be transmitted that aim at certain measures for the community.
In case of real situations, more information will be transmitted through RO-ALERT messages, the DSU application and other sources of emergency structures, as well as radio and TV stations.
