The Verkhovna Rada

The document concerns both enterprises and citizens of Ukraine. It will enter into force on January 1, 2022.

The Verkhovna Rada adopted a bill to increase the rates of taxes, excise taxes and other payments to the state budget. Per project №5600 in second reading voted 255 parliamentarians.

The document applies to both enterprises and citizens of Ukraine. The law will take effect after the president signs it on January 1, 2022.

So, according to the document, a minimum tax obligation is introduced in relation to a land plot. If the land assessment is standard for Ukraine 28 thousand hryvnia per hectare, the minimum obligation will be 1.4 thousand hryvnia per hectare per year.

An 18% tax is also established on income received from the sale of one’s own agricultural products in an amount exceeding 12 times the minimum wage (6.5 thousand hryvnias).

The document provides for a reduction in the minimum area of farm land, which gives the right to switch to a simplified taxation system from 2 hectares to 0.5 hectares.

The law excludes from the single tax payers 4 groups of payers whose main activity is the breeding of poultry (except for chickens).

The income received from the sale during the year of the second property is taxed at the rate of 5%, the third and subsequent properties – at the rate of 18%.

In particular, a restriction is established on the right of the head of a legal entity – a debtor – to travel abroad.

Also, the law increases the rates of the environmental tax, rent for the use of mineral resources and the rates of excise tax on alcohol and cigarettes.

As a reminder, in the first reading of the Rada adopted this bill on July 1… It includes an increase in a number of taxes, which, according to the calculations of the Cabinet of Ministers, should give in addition to the budget about UAH 60 billion.

We add, on September 18, the Committee of the Rada approved a bill to raise taxes.
