Qatar, card and solidarity dollars are unified: their price reaches $731

In the midst of exchange tension and the rise of the blue dollar, the Federal Public Income Administration (AFIP) arranged the unification of the card dollar and the Qatar dollar. According to resolution 5430/2023, published in the Official Gazette, modifications are introduced in the collection rates applicable to certain operations subject to the Tax for an Inclusive and Solidarity Argentina (PAIS).

Starting this Tuesday, consumption with credit cards, debit cards and purchases abroad will be applied 25% more, without considering any consumption amount per month, which until Monday was up to 300 dollars more per month. The modifications, which according to the foundations in the resolution seek to “sustain the redistributive impulse of fiscal policy and promote equity in tax administration,” include the unification of the collection rates in certain operations.

Impact on taxpayers

Two perceptions will be applied, one of 45% and another of 25%. The perceptions made will be considered payments on account of the corresponding taxes, varying their treatment according to the tax status of the eligible subject: the perceptions at 45% will be treated as payments on account of the Personal Property Tax for subjects adhered to the Simplified Regime for Small Taxpayers (RS) who are not responsible for Income Tax.

For other subjects, they will be charged to Income Tax. Perceptions at 25% will be treated as payments on account of the Personal Property Tax for individuals and undivided estates, allowing a refund request in certain cases. For other subjects, they will be charged to Income Tax.
