Putin announced that only citizens who are in the reserve of the armed forces will be mobilized, and above all those who have served in the armed forces, who have specific military specialties and relative experience. Except for those Russian reservists who are already fighting in Ukraine, only a small fraction have combat experience.

The mobilization announced by Putin is somewhat reminiscent of the “Volkssturm” (“Volkssturm”) units hastily formed by Adolf Hitler in the last months of World War II, which were made up of previously unmobilized men under the age of 60. The main purpose of the creation of the Volkssturm was to at least partially compensate for the lack of manpower that the German army felt due to the devastating war.
