Putin awards special title to deputy director amid controversy over Navalny’s death

The special title “Colonel General of the Internal Service” was awarded to the deputy director of the Federal Service for Execution of Punishments, Valery Boyarinev. The Insider reported. The settlement was carried out personally by Vladimir Putin. The decree for the award was officially published three days after the death of Alexei Navalny in a prison colony.

The US is considering further sanctions against Russia over Navalny’s death, US President Joe Biden said in the meantime. He expressed hope that the sudden death of the Russian opposition figure would convince Republicans in Congress to support financial aid for Ukraine.

Navalny’s death continues to be a major topic in the Western press, notes BTA. “And in Russia’s most remote cities, Navalny inspired ordinary people to rebel against Putin,” reads a Wall Street Journal headline. “We have the right to define the death of Alexei Navalny as a murder,” says the chairwoman of the Foreign Affairs Committee of the British Parliament, Alicia Kearns, to The Independent. The Guardian quoted Middlesex University professor Philip Leach on some legal aspects: “The Russian authorities are certainly liable under human rights law. But holding Moscow accountable has become even more difficult since Russia’s exit from the Security Council Europe in 2022”. According to Leach, Navalny’s family cannot file a claim with the European Court of Human Rights in Strasbourg. But UN bodies such as the High Commissioner for Human Rights still have jurisdiction over Russia. “The road to justice may be very long, but we will not forget Navalny’s message, ‘You are not allowed to give up,'” Leach concluded.
