At a meeting on the elimination of a diesel fuel spill in the Krasnoyarsk Territory, the head of the Ministry of Emergencies, Yevgeny Zinichev, announced the need to recognize the situation at the federal emergency level. “I agree with your proposal regarding the announcement of the emergency,” Putin responded.
The president also instructed Zinichev to “organize work as soon as possible related to the prevention of further negative forms of environmental impact.”

Zinichev confirmed to the president that the emergency report to the Ministry of Emergencies was reported on May 31, two days later. “We collected the primary information. Only on May 31 we got information, the time is fixed. It will be difficult to refute here,” the minister said.
