Public procurement:Priority to calls for tenders Public procurement:Priority to calls for tenders

Libreville, Friday February 2, 2024 (Infos Gabon) – The Prime Minister, head of government, Raymond Ndong Sima advises his team against mutual agreement in the implementation of projects contained in the 2024 Finance Law.

Raymond Ndong Sima did not go out of his way to disapprove of mutual agreement in the award of public contracts. In the implementation of the 2024 Finance Law of the State of Gabon, the Prime Minister, head of government, asked ministers to instead favor calls for tenders. “We must favor calls for tender to the detriment of mutual agreement, which is often a source of corruption,” he insisted. He therefore asked his team to present and decline investment projects with costs in accordance with the Annual Performance Projects (PAP).

According to Raymond Ndong Sima, “the financial resources mobilized in 2024 should no longer be used to cover previous budgetary years. For these expenses, when they are recorded and delivered, a programming of their payment will be made throughout the year according to available resources, but priority will be given to investment projects for 2024. Balanced in revenue and expenditure at 4,162 billion FCFA, the 2024 Finance Law gives pride of place to investments.
