Prosecution’s Special Activity and Business Promotion Expenses Controversy: Civic Groups’ Battle for Transparency

Last month, a civic group received a portion of the prosecution’s special activity expenses and business promotion expenses after nearly four years of litigation.

Following the circumstance that special activity expenses, which are said to be used for secret investigations, were used like money by the prosecutor general, business promotion expenses are also not used according to regulations.

In particular, the prosecution and civic groups continued to argue over the fact that the prosecution covered which store and when the business promotion expenses were spent, not special activity expenses.

Last October 12, 2017.

With the Seoul Central District Prosecutor’s Office’s business promotion card, 490,000 won and 480,000 won were paid twice at a Korean beef restaurant in Seongnam, Gyeonggi-do.

At the time, the Seoul Central District Prosecutor’s Office seems to have eaten once and split the payment, as it is unlikely that President Yoon Seok-yeol went to Seongnam several times a day.

The civic group pointed out that it was trying to avoid the business promotion guideline, which requires that attendees and institutions be recorded when paying more than 500,000 won.

In March 2019, 2.5 million won was paid for the same restaurant, “Special Forces Dinner Conference.”

The prosecution said that it left a list of attendees over 500,000 won, but did not disclose the contents because it was personal information.

From 2017 to 2 years and 9 months, the Prosecutor General and the Seoul Central District Prosecutor’s Office spent 230 million won.

The name of the restaurant on the 521 receipts and the payment time were covered.

The prosecution said it followed the purpose of the ruling, but civic groups refuted that it was to cover people or accounts, not to hide the restaurant.

″I think they are spreading fake news while distorting even the court ruling in order to deliberately cover up and cover up the company name and usage time.″

In fact, business promotion expense receipts disclosed by other organizations did not cover the restaurant and time.

Nearly half of the 248 receipts were too blurry to read.

Civic groups point out that the payment details for the cafeteria of the Supreme Prosecutor’s Office were clear.

Civic groups that received an additional three months’ worth of information from President Seok-Yeol Yoon’s days as Prosecutor General plan to request information disclosure from prosecutors’ offices across the country.
