The Ministry of Energy and Mineral Resources, through the Directorate General of Mining and Coal (Minerba), conducts priority auctions for three Special Mining Business Permit Blocks (WIUPK) for metallic mines. The three blocks are the Bulubalang, Lingke Utara and Pongkeru blocks, all of which are located in East Luwu Regency, South Sulawesi Province and store nickel products.
The Head of the Bureau of Communications, Public Information Services and Cooperation (KLIK) of the Ministry of Energy and Mineral Resources, Agus Cahyono Adi, said that the auction was held behind closed doors or closed bids on the WIUP / WIUPK application.
“The auction is conducted with written bids without the presence of participants, conducted online on the closed auction application WIUP / WIUPK,” he said, quoted from the website of the Ministry of Energy and Mineral Resources, Thursday (18/4/2024).
Agus said the priority auction was conducted because the bids for the Bulubalang, Lingke Utara and Pongkeru blocks were declared unfulfilled. Previously, these three blocks were offered on a priority basis to State Owned Enterprises (BUMN) and Regionally Owned Enterprises (BUMD).
“Furthermore, the three WIUPK blocks will be implemented on a priority basis to BUMN or BUMD who have previously expressed interest in managing them,” he said.
Details of the three WIUPK blocks that will be subject to a priority auction are as follows:
1. Bulubalang
Area: 1,665 ha
Product: Nickel

2. North Pole
Area: 943 ha
Product: Nickel
Information data compensation: IDR 3,378,300,000
3. Pongkeru
Area: 4,252 ha
Product: Nickel
Information data compensation: IDR 14,409,850,000
Priority auction schedule for the Bulubalang, Lingke Utara and Pongkeru Blocks:
1. Publication of re-auction: 17 April – 16 May 2024
2. Registration and submission of tender requirements documents: 17 – 22 May 2024
Procedures and requirements for WIUP mining and coal auctions may refer to the Decree of the Minister of Energy and Mineral Resources Number 258.K/MB.01/MEM.B/2023. The auction is conducted through the WIUP/WIUPK Mining and Coal Auction application available through the website: https://minerba.esdm.go.id/lelang.
Prospective participants register themselves in the WIUP/WIUPK mining and coal auction application using the BKPM OSS account at the start of the auction by uploading copies of administrative, technical and environmental documents and financial requirements, and submission of documents for placing real commitments in closed and sealed envelopes to the auction committee in the Integrated Information Services Room of the Director General of Mines and Coal on working days and hours when registering and submitting documents tender requirements.
For information, PT Sulsel Citra Indonesia (PT SCI) together with PT Aneka Tambang, (Persero) Tbk had previously expressed their interest in managing the three blocks. The Minister of Energy and Mineral Resources has ordered the coordination of the implementation of WIUPK between BUMN and BUMD through letter No. T-703/MB.04/MEM.B/2023 dated 4 September 2023 regarding the Coordination of the Grant of Mining Business Permit Areas (WIUPK) for Bulubalang Block, WIUPK for North Lingke Block, and WIUPK for Pongkeru Block, with a coordination period of 60 (sixty days) calendar days.
The two proposed to form a joint venture group, but they did not. The request for an extension of time for the process to create a joint venture group submitted by these two business groups cannot be accepted.
In addition, according to the provisions of the Regulation of the Minister of Energy and Mineral Resources No. 16 of 2021 and the Order of the Minister of Energy and Mineral Resources No. 258.K/MB.01/MEM.B/2023, the creation of an entity that initiative in the context of the provision of WIUPK on a priority basis has been regulated for a calendar 90 (ninety days) and is not regulated in terms of extending the term.
