Players under 23 years old want to oblige to pay compensation for moving to a foreign club

The Russian Ministry of Sports has submitted a draft amendment to the Law on Sports related to the departure of young players abroad. If an athlete leaves Russia for a foreign team before the age of 23, he must compensate his school / academy for all the costs of his training.

“If an athlete under the age of 23 is registered with a foreign professional sports club or other foreign sports organization to participate in foreign professional sports competitions (with the exception of international professional sports competitions held by a professional sports league uniting both Russian and foreign professional sports clubs ), including on the basis of the contract, the athlete is obliged to pay the Russian organization that carried out his sports training, compensation for expenses, “the draft says.

An explanatory note to the project states that currently in certain sports, such as hockey, there is a situation where foreign sports organizations, taking advantage of gaps in the Russian legal regulation, as well as their legal status, which do not provide for the subordination of the international sports federation by sport, They invite young Russian athletes to participate in foreign sports competitions without making any “transfer” payments, since the invited athlete only undergoes sports training and is not in an employment relationship with a professional sports club.
