Phasing Out Gas Plants in Apartments by 2029: What You Need to Know

The draft revision of Regulation 813/2013/EU now under discussion provides – if not amended – very strict technical production standards. Some that actually exclude the sale of gas plants, including those powered by renewable gas.

In the last Consultation Forum of the European Commission, there was clear opposition from Italy, Poland, Slovakia, Romania, the Czech Republic and Croatia.

On April 27, the Ecodesign regulation was discussed at a European Commission consultation forum.

Among the hypotheses that emerged was to set a minimum efficiency threshold of 115% for plants, a very difficult limit with current technologies, which would lead to the exclusion of technologies that also use biogas or hydrogen.

Essentially, if the minimum seasonal efficiency threshold of 115% were to pass, the only incentivized solutions could be heat pumps.

After the meeting on 27 April, an eight-week phase was opened to allow stakeholders to submit their views to the Commission.

Suddenly, however, Brussels brought forward the next meeting to June 12, i.e. before the end of the eight-week period. Among the items on the agenda is a ban on the sale of gas-fired plants from September 2029.

The draft revision of Regulation 813/2013/EU caused a wave of protests from some countries. Including Romania or Italy. But also of those who operate in this sector. However, the doubts raised may have prompted Brussels to take a closer look at the matter and perhaps revise its position, which seemed very clear at the end of April last year.

Basically, the Commission noted that in some “particular situations there may not be a technical solution to replace the plant with one of the available alternatives”. During the June 12 meeting, experts will have to identify these special situations. And possibly demonstrate that the new law should provide for exceptions to the 115% efficiency threshold.
