Phase 2 movements: who are the relatives? Gyms reopen?

The Dpcm of the government (announced yesterday by Prime Minister Giuseppe Conte: found the official text here) enters into force on May 4, 2020 and concerns phase 2 of the coronavirus infection. Here is what can be done, what is prohibited – and what remains unclear at the moment. For these dubious situations, experts close to the government explain, experts are at work: They will be clarified before the decree enters into force.

Can you move within the region?
Yes, but only for four reasons: work, emergencies, health reasons, visits to relatives. The text of the decree explains that journeys motivated by proven work needs or situations of necessity or for health reasons and – novelty with respect to phase 1 – are considered necessary to be able to meet kin, as long as the assembly ban (in short: no parties between relatives) and the interpersonal ban of at least one meter are respected, and respiratory protection is used.

Who are the relatives?
The vocabulary definition is simply familiar. The government’s interpretation: children, parents, grandparents, grandchildren, cousins.

Are engaged couples among relatives?
The decree does not discuss it in detail, but the interpretation that de facto couples are assimilated to relatives. However, the government is considering whether to make a page with the answers to the most frequently asked questions to clarify this point.

Can I have a dinner with friends?
The answer, unfortunately, at the negative moment: it cannot be done. A dinner with friends is not among the reasons considered valid for travel.

If I am in a region other than the one where I live, can I go home?
Yes, the return to the home or place of residence is always allowed. Quarantine should only be done if required by regional ordinances.

If I am abroad, can I go home?
Yes, but I have to stay 14 days in quarantine.

Do I have to complete the self-certification for travel?
Yes, there is always an obligation to justify the move.

Can you go to second homes?
No, because it is not part of the four reasons for urgency.

Can you go for a walk?
Yes, even away from home. The decree states that it is permitted to carry out sports or motor activities individually or with a companion for minors or persons who are not completely self-sufficient, provided that the interpersonal safety distance of at least two meters for sports activities and at least one meter for each other activity

Will the parks be open?
S: but public access to parks, villas and public gardens is stated in the decree, subject to strict compliance with the assembly ban and the interpersonal safety distance of one meter. The areas equipped for children to play remain closed; the statutory auditors may order temporary closings of specific areas in which it is not possible to ensure compliance with the safety distance and the assembly ban.

Can I swim in the sea?
Those who live in a seaside place can swim, those who live in the mountains can walk in the woods.

Can children be brought to their grandparents?
Yes, but everyone must respect the safety distance and wear the mask.

Can I do outdoor sports?
Yes, even away from home: but always alone, or in two but keeping the distance of two meters. I can also do it in parks.

Can I ride a bicycle?
Yes, it is part of outdoor sports.

Can I train in sports centers?
No, sports centers are closed until 18 May 2020.

When do gyms reopen?
The date has not yet been fixed and will be decided after receiving the opinion of the Technical Scientific Committee. The decree only says that the activities of gyms, sports centers, swimming pools, swimming centers, wellness centers and spas remain suspended.

Which shops reopen on May 18?
Only retail ones. Shopping centers and local markets remain closed.
