Ahmad Masood, 32, the son of charismatic commander Ahmad Shah Masood, who fought the Russians and the Taliban, has gathered several thousand fighters in the so-called Panjshir resistance.
He was joined by interim President Amrula Saleh and former Defense Minister Bismillah Khan Mohammadi.
Resistance forces reportedly attacked the Taliban in the Charikar area of Parwan province on August 17th.
The Panjshir resistance includes members of the former Northern Alliance and mujahideen who can unite against the Taliban and other forces such as those led by Uzbek leader Abdul Rashid Dostum.
