In the meantime, screws were tightened in the hope that patchwork would suffice. Interests clashed too hard for a thorough renovation. Like the best ballerinas, politicians tripped around the sore toes. The balance between unions, umbrella organizations and politics was preserved. Everyone happy, no one happy. It wasn’t enough.
