Opinion of 17.03.21 “Vaccination strategy and reduction of health inequalities – Feedback from members of the CNS – Summary of contributions for the period from January to February 2021”

As part of the referral to the Minister of Solidarity and Health on December 3, 2020, The Standing Committee (PC) of the National Health Conference, after several working meetings, on the basis of around thirty contributions received in January to February 2021, has just adopted, under urgent procedure, by electronic vote from March 14 to 17, 2021, this opinion, by 15 votes “for” out of 17. This opinion follows the one adopted on January 29, 2021 on to the “Deployment of the vaccination campaign against Covid-19”.

“Fighting against health inequalities: an imperative ethical and political necessity reaffirmed by the CNS

The COVID-19 pandemic, unsurprisingly, has rekindled and – alas! – reinforced health inequalities, particularly social and territorial. While the discovery of safe and effective vaccines is a significant step forward, it will not abolish the inequalities associated with this pandemic. Careful consideration should be given to how the implementation of measures to combat the COVID-19 pandemic and current and future immunization programs will address the challenges associated with these health inequalities and, in particular, the “hypothesis of reverse equity ”[1].

Contents of this notice, giving rise to analysis and recommendations :

a) Ensure the availability of sufficient quantities of vaccines in relation to needs

b) Consolidate the strategy of prioritization of target audiences for vaccination

c) Adapt the vaccination strategy to the territories and populations

d) Fight against prejudices, question representations and strengthen training

e) Factors facilitating vaccine deployment
