ON THE SAFETY AND QUALITY OF DRINKING WATER IN THE KLAPEDA DISTRICT

Supervision Department of the State Food and Veterinary Service (hereinafter – VMVT).
The Klaipėda district supervision department informs the residents of Klaipėda district publicly
safety and quality of supplied drinking water in 2023.

54 drinking water sources are registered in the territory of Klaipėda district and city of VMVT
supply areas from which water is supplied to the population. Most water places (40)
operated by AB “Klaipėdos vanduo”, others (14) – farmers, rural communities, owners,
companies and housing associations. Part of the residents of Klaipėda district with water
is supplied from Klaipėda city’s water bodies I and III, operated by AB “Klaipėdos vanduo”.
Drinking water suppliers must carry out monitoring of publicly supplied water, i.e. carry out
laboratory tests of drinking water and by March 31 of each year. submit to VMVT
annual reports on the implementation of drinking water monitoring programs. This is provided by Lithuania
in the Drinking Water Law of the Republic.
The safety and quality requirements of drinking water are determined by the Lithuanian hygiene standard HN
24:2023 “Safety and quality requirements for drinking water” (hereinafter – Hygiene norm). According to
2 microbiological indicators, 27, are tested for hygiene norm requirements in drinking water
toxic, 18 indicator indicators and 2 radiological indicators. The number of samples taken depends
from the amount of water distributed or extracted per day.
Reports on drinking water monitoring carried out in 2023 are submitted in 2024
in the months of January – March. Klaipėda District Supervision Department of VMVT Supervision Department
carried out administrative inspections of 54 submitted reports, during which 5 water safety issues were identified, 25
water quality, 9 drinking water monitoring violations.
Fully programmatic maintenance of potable water was carried out in 44 (81.5%) water pipes
in water, including 40 small water suppliers operated by Klaipėdos vanduo AB:
UAB “Gargždų plyų gyakyka”, GNSB “Kalotė”, IGNSB “Trakėnai”, Šukaičių (pajininkų)
in the watering hole. No drinking water monitoring was carried out in 2023, not a single drinking water
the water sample was not tested by GNSB “Truseliai būstas” and ,,GNSB “Ginduulių sodybos”.
The Klaipėda District Supervision Department of the VMVT Supervision Department is responsible for drinking
non-implementation or improper implementation of water monitoring programs by those in charge of water bodies
issued two fines and one warning to individuals under the Code of Administrative Misdemeanors.
Safe and high-quality water was supplied from AB Klaipėdos vanduo
waterworks *Agluonėnai, *Balsėnai, *Daugmantai, *Daukšaičiai, *Dreižių, *Dreverno, *Ežaičių,
*Endriejavo, *Girininkų, *Girkaliai, *Judrėnai, *Kalniškė, *Lapių, *Plikių, *Rudaičių, *Salpėnai,
*Šiuparių, *Tilvikų, *Vaitelių, *Vēžaičių, *Veiviržėnai, *Žadeikių (hereinafter marked with “*” AB
water pipes operated by “Klaipėdos vanduo”. In addition, it is a safe and high-quality drink
residents were also supplied with water from *Klaipėda city’s water bodies I and III.
The reports submitted by all drinking water suppliers about the drinking water carried out in 2023
according to water monitoring data – no microbiological pollution was detected in any water supply.
Of the 27 toxic indicators under investigation, three indicators exceeded the limit values:
-boron exceeded the permitted limit value (1.5 mg/l) in 3 tap water),
-fluoride exceeded the permitted limit value (1.5 mg/l) in Dauparai water supply;
– nitrite exceeded the permissible limit value (0.50 mg/l) UAB “Gargždų plytų gykalyka”
in tap water (however, it does not exceed the amount specified in the Hygiene Standard according to the specified formula
calculated nitrate/nitrite concentration).
According to the report data provided by the drinking water suppliers, the values ​​allowed in 2023
exceeded 14 indicators:

  • iron did not meet the values ​​specified in the hygiene standard (200 µg/l) in 18 tap water;
  • ammonium The values ​​specified in the hygiene standard (0.50 mg/l) did not correspond to 16 water pipes
    in water;
  • turbidity did not correspond to 8 in tap water (the indicator specified in the Hygiene standard
    value 4 NTU);
  • the odor threshold did not meet 5 in tap water (tb acceptable to consumers, besides
    abnormal changes);
  • the taste threshold did not meet 5 in tap water (tb acceptable to consumers, besides
    abnormal changes);
  • manganese The values ​​specified in the hygiene standard (50 µg/l) did not correspond to 3 water pipes
    in water;
  • sodium did not meet the values ​​specified in the hygiene standard (200 mg/l) in 2 tap water;
  • coliform bacteria were found in the water of 2 taps (Hygiene standard states
    indicator value is 0/not detected).
  • The permanganate index did not meet the value specified in the hygiene standard (5.0 mg/l O₂).
    in tap water;
  • chloride The values ​​specified in the hygiene standard (250 mg/l) did not correspond to 1 water supply
    in water;
  • sulfate The values ​​specified in the hygiene standard (250. mg/l) did not correspond to 1 water supply
    in water;
  • color The values ​​specified in the hygiene standard (30 mg/l Pt) did not correspond to 1 water supply
    in water;
  • the number of colony-forming units did not correspond to 1 in tap water (indicator value –
    no abnormal changes)
    -indicative dose The values ​​specified in the hygiene standard (0.10 mSv) did not correspond to 1 water supply
    in water (In order to find out the reasons for the exceedance according to the Radiation Protection Center
    recommendations, studies of the activity concentration of the natural radionuclide Ra-226 were carried out
    (the determined value of the concentration of Ra-226 activity did not exceed the output determined by the Hygiene norm
    activity concentration values ​​for this radionuclide).
    Indicator indicators (iron, ammonium, manganese, sodium, chloride, sulfate, etc.) with
    are not directly associated with harmful effects on human health, but show the characteristics of unprepared water,
    drinking water preparation and supply technology and are studied in order to determine drinking water
    signs of safety and quality violations, to warn of the danger to human health and to take the necessary measures
    measures.

Indicators that do not meet safety and quality requirements:

According to the Law on Drinking Water of the Republic of Lithuania, the supply of water in which one or more toxic indicators exceed the permitted levels to consumers is allowed for a limited time, after receiving
Permission (provision) of the National Public Health Center under the Ministry of Health. AB
“Klaipėdos vanduo” had received a reservation to supply water with an increased fluoride value from Daupari
watering holes until 2024-07-25, the problem was solved in 2023, when the residents of Dauparai village
water was supplied from the third water source of the city of Klaipėda. Small water suppliers with reservations
shall not supply water that does not meet safety requirements.
In the implementation of “AB Klaipėdos vanduo” publicly supplied drinking water in Klaipėda
quality improvement programs in the territory of the district municipality in 2021-2030. measures plan”
water quality improvement measures are foreseen, and in 2023, the Pėžaičiai water site will be built
water treatment facilities are put into operation. According to AB Klaipėdos vanduo
information, after laying part of the new water supply networks, the water quality in the village of Kvietinii
has improved significantly, the construction/reconstruction project of water supply networks for stage II has been prepared,
which is planned to be implemented by the end of the first quarter of 2025.
The unsatisfactory situation remains in some of the small water suppliers
in water bodies, because they are neither competent nor financially capable of solving water safety and
quality problems. Provision of safe and quality food to residents of Klaipėda district, Klipščiai village
water problems solved at the end of 2023, IGNSB “Trakėnai” Klipščiai water bodies
after connecting the networks to the centralized water supply networks of the city of Klaipėda.
Transfer of water bodies operated by small water suppliers in Klaipėda district
the municipality (or Klaipėdos vanduo AB) takeover process is very slow and complicated.
In 2021, the public organization “Venckų community” applied in writing to the Klaipėda District
municipal administration, requesting to take over the operation of water wells and water supply
population, but this issue is still not resolved.

The Klaipėda County Supervision Department of the Supervision Department informs Klaipėda in writing every year
