The witness saw the military columns that also contained tanks Tuesday night, according to the news agency.
A Reuters journalist has also observed around five tanks on the outskirts of Donetsk, and two in another part of the city.
The tanks appeared just hours after Putin signed a document which recognized the two breakaway regions of Luhansk and Donetsk as independent.
Al Jazeera also reports on Tuesday night that Russian military vehicles have been observed in eastern Ukraine. The TV channel shows pictures of what are supposed to be Russian vehicles.
In recent days, according to Reuters, no military vehicles have been observed in the streets.
