New York considers creating low-carbon fuel market to meet decarbonisation goals

New York lawmakers on Friday are considering legislation that would create the first low-carbon fuel market on the U.S. East Coast to help the state meet its goals for decarbonising the economy.

Modeled after California’s Low Carbon Fuel Standard, the legislation aims to reduce the carbon intensity of New York’s on-road transportation sector by 20% by 2031.

If passed, it would be the second largest clean fuel standard in the United States, surpassed only by California’s.

The New York Senate passed the Clean Fuel Standard Thursday, the first time it has done so despite similar legislation already being made in previous sessions.

Members of parliament are likely to vote on the legislation on Friday, a day after the legislature was due to close.

However, D-Manhattan’s top MP Deborah Glick opposes the norm of continuing to allow the burning of fuels, sources familiar with the discussions told Reuters.

In similar programs, producers of cleaner fuels generate credits that can be sold to polluters in the state so that they can meet state requirements.

California’s Low Carbon Fuel Standard has led to a boom in investment in fuels made from raw materials other than petroleum.

The New York standard would apply to all suppliers of transportation fuels, including electricity, and would reward producers for decarbonising their businesses.

Similar legislation setting clean fuel standards has failed in New York and several other states in previous years, but has been passed in the west coast states of Washington and Oregon.

Canada has also implemented a Clean Fuel Standard that will take effect later this year.
