Nación returned to Neuquén capital to the mandatory isolation phase

The Decree of Necessity and Urgency (DNU) 576 that was published this morning in the Official Gazette included a reverse for the urban agglomerate of Neuquén capital, which will return to the phase of social isolation, preventive and compulsory.

The rule kept the rest of the province’s departments in social distancing, but excluded this area for not “positively” meeting the three conditions necessary to advance phase: that the health system has sufficient and adequate capacity to respond to health demand; that the urban agglomerate, department or party is not defined by the national health authority as those that have Sustained “community transmission” of the virus; and that the doubling time of confirmed cases of covid-19 is not less than 15 days.

The urban agglomerate of the capital shares this phase with the General Roca de Río Negro department, with the Buenos Aires Metropolitan Area (AMBA), and with all the departments of Chaco.

The phase will begin on July 1 and will run until 17 of the same month. For today and tomorrow the effects of the previous DNU will be extended.

It is a return to strict social, preventive and compulsory isolation with authorization for essential activitiesAlthough it foresees that, in urban agglomerates, departments and parties of up to 500,000 inhabitants, the governors may provide new exceptions in order to authorize industrial, service, commercial, social, sports or recreational activities.

However, the decree establishes the prohibition at this stage of shopping centers, cinemas, theaters, cultural centers, libraries, museums, restaurants, clubs, bars and gyms. These last two items had been enabled in Neuquén.

From the provincial government they had indicated yesterday that, for the moment, there would be no changes in the permitted activities and the current restrictions, although the details of the DNU that was released today were not yet available.

The measures in force until July 9 include the exclusive use of public transport for essential workersyes, a schedule limit circulation until 20, the suspension of social gatherings and the strict controls on road bridges and accesses of the three cities.

Neuquén registered on Sunday 19 new cases of covid-19, 18 in the capital and one in Centenario. The total has risen to 466 since the start of the pandemic.
