As reported by the Eustat, the demographic data at 1 January 2019 show that Álava is the province where percentage-wise, more residents of these ages, because 14.9% of the alaveses has less than 14 years, which represents a total of 48.751.
Bizkaia has 149.922, 13.1 % of the population in that territory, and in Gipuzkoa, with 103.143 minorthe percentage is 14.4 %.
With regard to the capitals, Vitoria has 36.391 inhabitants between 0 and 14 years, which represents 14.8% of its population; Bilbao has 40.749, which represents 11.9 %, and in San Sebastian is 22.418 children of these ages, 12.3% of the total.
In Vitoria there are three neighborhoods where more than a quarter of its population is between 0 and 14 years: Zabalgana, with 26.9 % and 7.061 minor, Aretxabaleta-Gardelegi with 26.1 %, but only 382 children of those ages and Salburua where there is 4.366 children up to 14 years, accounting for 25.3 %.
In Bilbao, highlights the concentration of children of this age in Miribilla, with a 25.6 per cent when in the whole of the municipality the percentage is 11.9 %. On the opposite end is the neighborhood of Chestnut with an increase of 9.4 %.
In the case of San Sebastián, the configuration of neighborhoods is more balanced and ranges between 10% of the center and the 16 % that has Aiete.
Of the 51 municipalities of Araba, only 18 have a percentage of children from 0 to 14 years higher than in the territory. Highlights Oyon with 20.8 %, the one that follows Joy with 20.5 per cent, Salvatierra and Iruña de Oca both with 18.8 per cent.
There are three municipalities in Alava with more than 10,000 inhabitants, Amurrio, Llodio and Vitoria, and only the first has a higher percentage of the territory, 15.4 per cent.
Vizcaya is composed by 112 municipalities and 79 of them have a percentage of children from 0 to 14 years greater than or equal to that of the territory, but except for Etxebarri, which has the highest percentage (20.1 per cent), the others that exceed the 17 % are small.
In this province highlights the fact that three municipalities of the left bank include neighborhoods with lower percentages of child population, below the 9 %: Portugalete, Santurtzi and Sestao.
Of the 88 municipalities of Gipuzkoa, 71 have a percentage of children from 0 to 14 years equal to or higher than the whole of the territory, but, among the municipalities with a lower percentage, is San Sebastíán, Irun, Errenteria and Eibar, which, together, represent 60% of the total population of the territory.

The objective of the order, as stated by the Government, is to alleviate the medium to which they have been subject to the children and the possible negative consequences that the situation of the alarm condition brings.
