Ministry of Justice Prepares Laws for Regulation of Cohabitation of Couples: Updates to Ensure Social Protection for All

The Ministry of Justice has prepared the foundations of the package of laws for the regulation of cohabitation of couples, but the draft laws are expected to be forwarded in the fall, when the Saeima intersessional break will end, Justice Minister Inese Lībiņa-Egnere (JV) told the “Delfi” portal.

“These are several laws that ensure that cohabiting persons – both a man and a woman who are not married, and same-sex persons – receive social protection,” explained the minister. She predicted that a broader discussion on the amendments to the law will take place in the Saeima, but it is also the parliament’s duty to comply with the verdict of the Constitutional Court.

Lībiņa-Egnere reminded that this issue will be addressed with amendments to several laws, not one bill, because when forming the coalition, it was a clear signal that there is no majority in the Saeima that would support such a regulation in one law. The basis of the regulation is developed according to the compromise reached when forming this coalition.

“I wouldn’t compare it with the Civil Union Law, I would compare it with what the courts are doing now, executing the ST verdict,” said Lībiņa-Egnere, when asked how this regulation will differ from the bill that did not receive support in the previous parliamentary session.

The current government parties are committed to ensuring “the protection of the rights and interests of people living together in the same household, regardless of gender and age”.
