Minister of Health Emphasizes the Importance of Regional Support in Implementing Health System Transformation – Sehat Negeriku

Minister of Health Budi Gunadi Sadikin said the implementation of the transformation of the health system requires the support of all components of the nation, including local governments.

“Transformation of the health system has become a priority for the Ministry of Health in the past two years. We really need the participation of all components of the nation, be it government, private or foreign, to be able to help launch the six pillars of the transformation of the health system,” said the Minister of Health on the sidelines of the “Collaborative Action Conference for Immunization” at the Kepatihan Ward, DIY on Thursday night (21/7). .

The first pillar is the transformation of primary health care. The Minister of Health said that he would reorganize the existing primary health services because they have not been able to serve the entire population of Indonesia.

To improve health services in the country, the Minister of Health will strengthen and expand Posyandu health services. Posyandu will be made more focused on preventive promotive efforts such as screening and surveillance, the target will also be expanded to not only mothers and children but all life cycles from infants to the elderly.

“I need the help of the regional heads and mothers to help so that the Puskesmas should not be used as a curative but promotive preventive service. To keep people healthy, not to treat sick people,” said the Minister of Health.

In addition to posyandu, the Minister of Health will also reorganize public health laboratories throughout Indonesia. Currently, the number of labs that can perform a diagnosis is still limited, in the future all provinces in Indonesia are targeted to have a PCR examination laboratory. Even at the Puskesmas and Posyandu levels, they also have diagnostic tools to diagnose various diseases quickly.

“I also need this support because not all provinces have a health laboratory, its function is not only surveillance but also screening. To know whether our community is actually healthy or not,” said the Minister of Health.

Second, the transformation of referral services. The Minister of Health said that the number of health facilities capable of serving 4 diseases that cause death as well as the highest financing in Indonesia, namely heart, stroke, cancer, and kidney is still very limited.

His party revealed that for heart disease services, currently not many districts/cities are able to install heart rings. Through this transformation, all regions are targeted to be able to provide health services for the four diseases.

The third pillar, the national defense system. In this pillar, the Minister of Health ensures that all drugs, vaccines and diagnostic tools are produced domestically. The Ministry of Health will also build a backup health workforce system by involving Scouts, Poltekkes and the medical faculty. They will be trained, fostered and equipped with knowledge related to the health sector, so that if needed at any time during a disaster or other emergency, they will be ready.

“I ask the regional health offices to help with coaching and training to improve their health-related capabilities,” said the Minister of Health.

The fourth pillar is the transformation of the financing system. The entire budget for the health department will begin to be tidied up so that there is no overlap. The Ministry of Health has coordinated with the Ministry of Home Affairs to help accommodate the regions in carrying out this transformation.

The fifth pillar, the transformation of Human Resources. In this transformation, the Ministry of Health will focus on increasing the number of doctors. According to the Minister of Health, the number of doctors and specialists in Indonesia is still lacking.

According to WHO, the ideal ratio between doctors and the public is 1:1000 people. This means one doctor to serve 1000 residents in one area. Meanwhile, the availability of doctors in Indonesia is currently only 101,476 doctors, with a population of around 273,984,400 people, so there needs to be a fast track to increase the number of doctors to meet the ratio of health workers.

The addition of doctors is done by increasing the number of medical faculties, providing educational assistance, adapting health workers abroad and increasing the production of health workers.

Sixth, the transformation of health technology. The Ministry of Health has prepared a health platform that is used to digitally record patient medical records. Medical records are in the same format in pharmacies, laboratories and hospitals.

Through this platform, patients do not need to carry physical files when referred to other hospitals. All patient health data has been integrated in PeduliLindung and can be checked periodically.

“I ask the Kadinkes to ensure that pharmacies, laboratories and health facilities follow this standard, with this platform the referral system becomes easier because all data is recorded in the OT and belongs to the patient,” concluded the Minister of Health.
