Minister of Finance leaves Government

The performance evaluation of public employees in teleworking will be carried out in the same terms as that of the other workers, although there may be a reformulation of the objectives if it is found that their compliance was compromised by requiring face-to-face work.

In response to Lusa on the evaluation of the performance of those who are telecommuting, an official source of the Ministry of Modernization of the State and Public Administration, he specified that these workers “are evaluated in the same terms as the other workers, with contractualization of the legally provided evaluation parameters” , that is, objectives and competencies.

“What may possibly be verified is the need to reformulate the objectives, if it is understood that, due to the need for the worker to have been placed in telework, the fulfillment of any or some of his objectives is compromised”, underlined the same official source, indicating that this can happen “in situations where the fulfillment of a specific objective could only be done in person”.

During the period in which employers, public and private, were forced to adopt telework, there were 68 thousand public employees who were placed in this regime.

This number, according to the same official source, “corresponded to almost all State workers who are likely to perform teleworking functions in general careers (mainly senior technicians and some technical assistants)”.

The Economic and Social Stabilization Program (PEES), approved by the Government to respond to the impact of covid-19, provides that by the end of the legislature at least 25% of civil servants with functions compatible with this type of work will be teleworking.

Teleworking was one of the topics analyzed at the meetings between the Minister of Modernization of the State and Public Administration, Alexandra Leitão, and the union structures of the civil service, which took place this Monday.

At the end of these meetings – which marked the resumption of negotiations, interrupted for about four months by the pandemic – the Ministry tutored by Alexandra Leitão stated, in a statement, that he will now begin to discuss with the unions the possible need to take care of some specific aspects of the teleworking regime, namely related to privacy, attendance or ‘right to disconnect’, as well as the fulfillment of objectives.

The revision of the performance evaluation system in public administration (Siadap) was another of the topics analyzed at this meeting and on which the Government and unions also decided to open a negotiating table.

The objective is to carry out a review of Siadap, aiming at its “simplification and annualization”, as foreseen in the scope of the multiannual program contemplated in the State Budget for 2020.
