The meeting is in fact provided for in article 72 of the Beninese Constitution. Which prescribes that: “The President of the Republic addresses once a year a message to the National Assembly on the state of the Nation. He can also send messages to the National Assembly at any time. These messages do not give rise to any debate; they can, however, inspire the work of the Assembly ”.
