The conditions
The template consisting of three paragraphs: 1) outlook and strategy; 2) use of support; 3) direct and indirect costs for healthcare, treatment and prevention related to the Covid-19 ciris.
The template reiterates that the only condition of access to the credit line by all States belonging to the Eurozone will be the use of funds to support the internal financing of direct and indirect healthcare, the costs related to care and prevention due to the Covid-19 crisis. However, the definition remains broad and vague. These costs can include the part of the total costs for public health care attributable directly or indirectly to the impact of Covid on the health system in 2020 and 2021 plus other direct and indirect costs related to health care, treatment and prevention due to Covid. In line with the Eurogroup agreement – reads – the Eurozone states affected by Covid are expected to be able to identify eligible expenses up to an amount equal to 2% of GDP.

The chart
In part III of the template provided table compiled by the State requesting help with the list of estimated expenses for 2020 and 2021 which it intends to cover with the credit line, in which it specifies the absolute amount and as a percentage of GDP. There are three groups of expenses: direct costs for health care, treatment and prevention related to Covid; part of the estimated costs for direct or indirect public health care attributed to the impact of the covid on the health system; other direct and indirect costs related to health care, treatment and prevention due to Covid.
