Mauricio described the labor market as an anecdote: the Employment Service is calling the unemployed and he says – don’t disturb, I’m working now

Registered unemployment on November 1 this year it reached 10.9 percent, he announces Employment Service – 189.8 thousand persons were registered in the service. At the time, statistics estimate that 6.6 percent of the population was unemployed in September.

Unemployed people who register with the Employment Service for benefits, health insurance or other benefits are already becoming part of folklore.

“It’s just a joke – he calls an unemployed person from the Employment Service and says I want to offer a job. The answer is – wait, don’t disturb, I’m working now, I can’t talk, “jokes Ž. Mauricas.

He acknowledges that there are problems in the country’s labor market, with some workers registering with the Employment Service solely for health insurance, although they are probably working in the shadows. And the other part of the workforce is structurally unemployed.

“Many of the registrants are older people, as well as those living in the regions. And it is difficult for those people to enter the labor market because the demands have increased, as well as, part of the sector is feeling competition from third countries, often not even emigrants, but posted workers from Poland through Ukraine. That way, those people stay on the sidelines. And often they themselves are not completely holy, have various addictions, it is difficult to agree with them and keep such an employee for more than a couple of months “, – reviewed the current situation. Mauricas.

From February 1 this year. when it peaked at 16.4%, the registered unemployment rate in the country fell by 5.5%. point.

Vacancies are shrinking: a pandemic is threatening, seasonality is at work

October was the first month this year that the number of vacancies in the country fell. 56.1 thousand jobs are currently unoccupied, according to OCTs. For comparison, in September there were 66 thousand. vacant jobs. At the beginning of the year – 20.7 thousand.

There are currently about three vacancies for about three registered unemployed.

The service notes that opportunities for fixed-term work have been declining at a faster pace over the month. Compared to September, the largest decrease was in sales of sales representatives, cashiers, drivers of heavy trucks and lorries, and salespeople of shops.

However, there has been an increase in work for gardeners, gardeners, nursery and nursery workers, bus and trolleybus drivers, craftsmen in textiles, leather and similar materials, and advertising and marketing professionals.

“I think the biggest impact is seasonality, because it is quite common for more jobs to be available in the summer and for those jobs to decrease after the end of the season.” The next thing is likely to be the increase in seasonality due to the uncertainty on the pandemic front. We are talking about restrictions, both existing and possible. Also, there is practically no additional state support, we see that the number of defaults is increasing, and the number of bankruptcies is likely to increase, ”says the economist.

As a result, some companies are cautious about the short-term outlook, as there are examples of severe quarantine in countries, such as Latvia.

“Apparently, we will have to ride the roller coaster this winter, which is partly taken into account by the business and is leading to a significant expansion – it is increasing prices rather than increasing volumes,” notes Ž. Mauricas.

However, he notes that registered jobs in the OCTs are not the whole labor market, but only part of it. A large number of job advertisements are not registered with the service, and some jobs are filled without any advertisements at all.

“A lot of workers ‘turn around’ without entering the labor market at all – they are hunted down by head-hunters, there are various agreements, and now there are also social networks through LinkedIn,” Ž. Mauricas.

Most vacancies are for skilled workers

In October, from 56.1 thousand. The majority of job offers registered in the OCT system were 97.7%.

The largest number of job offers in October was in transport and storage (19 per cent), manufacturing (18.3 per cent), administrative and service activities (15.6 per cent), wholesale and retail trade (13.5 per cent), construction (12 , 9%).

Every second job offer is for skilled workers and plant and machine operators (50.7% of all vacancies registered in October).

Job offers for unskilled workers accounted for slightly more than a quarter (26.1 per cent), for service workers and salespeople – 10.7 per cent, for specialists and managers – 12.5 per cent.

The team of professionals and executives is mainly looking for advertising and marketing professionals, warehousing staff, administrative and executive secretaries, accounting and bookkeeping staff, as well as social workers, nursing professionals, teachers, postmen, accountants and so on.

In the group of skilled workers, the most in demand were drivers of heavy trucks and trucks, shop assistants, chefs, bus and trolleybus drivers, carpenters and plumbers, plumbers and vans, gardeners, gardeners, nurseries, nurseries, insulators.

In the group of unskilled workers, most job offers were submitted to loaders, cleaners of offices, hotels and other institutions, unskilled workers in the manufacturing industry, packers (by hand), and shelf loaders.

Long-term unemployed – 75 thousand. persons

In October, 75 thousand people were registered with the Employment Service. long-term unemployed, although a year ago there were 59.8 thousand of them. November 1 this year. the long-term unemployed accounted for 39.5 percent. all registered unemployed.

Most of the working age population on 1 November. registered as unemployed in Lazdijai (20.5 per cent), Ignalina (18.4 per cent) and Zarasai (17.2 per cent) district municipalities. The lowest unemployment is in Klaipėda district (6%) and Neringa (6.3%).

Among the five largest cities of the country, the lowest number of unemployed was in Šiauliai – 8.4 per cent, the highest – in Kaunas (11.9 per cent).

During the month, 23 thousand people started looking for a job. of persons who had previously worked in manufacturing (9.9 per cent), trade (9.7 per cent), construction (8.5 per cent). In October, employment was provided to 33.9 thousand. 17.3% of the clients of the Employment Service. less than in September.

Ž. Maurici estimates that the pandemic is leading to extremes in the sense that some workers who fear being infected prefer not to work rather than stay at home, and children are often cared for if they are unable to attend contact. At that time, some employees do the opposite, ignoring current recommendations, such as wearing masks and vaccinating. This puts additional pressure on the labor market.

On December 1, the requirement will apply to employees who have not been vaccinated or become ill COVID-19, will have to pay for the compulsory periodic tests themselves or, if they agree, will be paid for by the employer. This will exacerbate the situation.

“Large corporations will compensate for the tests they are actually doing now, because there is a shortage of employees and they will not take too much risk. But in a small business, if there are constipated workers who won’t want to get vaccinated, there may be a situation that will get worse. Emigration can also increase, I think it will increase, which we have already seen in October and November, ”says Ž. Mauricas.

Most jobs, he says, are being created by the services sector, so if the situation remains unclear, job creation could stall until the spring.
