He recalled that the law is designed for 2022 and 2023 and provides for the conclusion of intergovernmental agreements on the transfer of lease or loan with deferred payment for the use of weapons from the range of the US military-industrial complex.
Lend-lease cooperation will be regulated by intergovernmental agreements, the details of which will be made public.
“We will receive high-tech and effective weapons, the supply of which will be accompanied by the training of our fighters of the Armed Forces of Ukraine. And most importantly, the lend-lease law allows the US president not to coordinate assistance every time with Congress. This will significantly speed up the receipt of weapons and other assistance we need,” he stressed. Yermak.
According to him, in addition to weapons, Ukraine will receive assistance “with what is necessary for victory.”
“If we recall the history of the Second World War, then, in addition to tanks and aircraft, the United States sent machine tools, locomotives, armored steel, canned food to the USSR. In addition, lend-lease provides for the deployment of military, logistics and industrial facilities, both in the United States and in Ukraine, and the American military-industrial complex will launch the production of new equipment and weapons for the needs of Ukraine.
“You need to understand that we are gaining access to resources in order to be able to defeat Russia in the war for freedom. We will form a list of needs, in particular the weapons that we need, as well as cooperate with American allies in their supply. And we will definitely expand the arsenal modern weapons and the number of soldiers who will wield these weapons. The army will become even stronger, and victory will be closer,” Yermak stressed.
He clarified that at the diplomatic level, Lend-Lease is a signal to all the peoples of the world that Ukraine will win, and everyone should do everything they can for it.
“Because the heart of democracy is beating today in Kyiv and on our land,” Yermak stressed.
As UNIAN reported earlier, on April 28, the US House of Representatives adopted a law on lend-lease for Ukraine, and on April 7, the law was supported by the Senate. On May 9, President Joe Biden signed this document.
The law is intended to expedite the transfer of military aid by cutting red tape. It allows the de facto donation of weapons on the condition that the recipient country pays later.
