Launch of the 394 Fund: Financing Opportunities for Italian Companies Abroad

With an opening speech by Vice President of the Council and Minister of Foreign Affairs and International Cooperation Antonio Tajaniwas presented today at the Farnesina new operation of the 394 Fundthe instrument managed by SIMEST in agreement with the Ministry of Foreign Affairs to finance investments for the foreign growth of Italian companies. The bottom will have a endowment of 4 billion euros, dedicated mainly to SMEs.

Deputy Prime Minister Antonio Tajani declared: “The recovery of the 394 Fund is the result of the strong will of the Government of support and strengthen the international development of Made in Italy. Through growth diplomacy we are committed to promoting the competitiveness of our companies. We provide them with a valuable subsidized finance tool that supports their investments and strengthens the positioning of Italian products on world markets. Furthermore, for the first time, the number of companies served is expanded with the inclusion of production chains. An important innovation in the sense of extending our commitment to all components of the national economic system”.

Among the main innovations of the Fondo 394 are the support for investments for the ecological transition and digital and for the strengthening the capital solidity of companies with an international vocation. They will be expected benefits for companies belonging to production chains dedicated to exports and for companies impacted by increases in energy costs. They will also be provided dedicated conditions for businesses with direct interests in strategic areas for the Made in Italy, such as the Western Balkans, and for those located in the territories affected by the recent flood in Emilia-Romagna.

Through the Fondo 394 managed by SIMEST they are available to companies loans at subsidized ratesup to 0.464% (July 2023 rate), to which a share of non-repayable co-financing up to 10%.

Businesses will be able to apply for funding from July 27 at 9:00 on the SIMEST Portal of subsidized loans.

The new operation will be active through six different lines of subsidized intervention.
Digital or Ecological Transition: financing dedicated to companies that intend to make investments for digital innovation or for the ecological transition as well as generic productive investments to strengthen capital solidityto the benefit of their competitiveness on international markets.

Market entry: financing for companies that intend to carry out programs to enter international markets, through the opening of their own structure in a foreign country; or who intend to strengthen their presence on markets already covered, through the strengthening of their structure or personnel on site.

Certifications and Consulting: financing reserved for companies that intend to carry out internationalisation, technological, digital or ecological innovation projects, through the exclusive support of consultancy firms, or obtain product certifications, patents, for the protection of intellectual property rights, sustainability certifications and technological innovation.

Fairs and Events: financing dedicated to companies that intend to participate, even in Italy, in fairs, exhibitions, events and entrepreneurial or systemic missions, of an international nature, even virtual ones, for the promotion of goods and services produced in Italy or with an Italian brand.

Ecommerce: financing for companies that intend to develop their e-commerce in foreign countries for goods and services produced in Italy or with an Italian brand, through the creation or improvement of their own platform, or their own dedicated space on a third party platform.

Temporary Manager: financing reserved for companies that intend to make temporary use of specialized professionals for the realization of internationalisation, technological, digital or ecological innovation projects.

During the event it was also signed – by the President of SIMEST, Pasquale Salzano, and by the President ICE, Matthew Zoppas – and SIMEST-ICE collaboration agreement aimed at promoting awareness and the best use – by the productive fabric – of the services for the internationalization of the two companies.
