I have in my hands a copy of another official presentation made to the director of the IMSS, Zoé Robledo (The first was published Tuesday in these Reporter Stories). I had access to it thanks to first level sources within the IMSS. Officials who are alarmed because the government is minimizing the crisis and that costs lives, but they are afraid to give their names for fear of reprisals.
In this presentation, called “Report of Complaints and Negative Medication Management”, made by the Unit for Attention to the Right-holder, two graphics undress the official version that there is no such crisis in the health sector. The graphs that accompany this text show, month by month, from January 2018 to December 2019, two indicators: service complaints and procedures (complaints about non-medical care).
Both indicators skyrocket dramatically in the second half of the year.
Throughout 2018, the claims of service of the right holders for not receiving the medicines ranged between 35 and 67 per month. It follows that range in the first months of 2019, and from the second semester the situation intensifies: 159 complaints in July, 174 in August, 197 in September, reaches 220 in November, scale to 294 in November and reaches the brutal figure of more than 420 in December (closing is only as of December 22). In summary, in half a year the complaints for lack of medicines grew more than 1000%, since at the start of 2019 they had minimums below 40 monthly.
Not only is the shortage of medicines. The lack of medical attention was also triggered. The graph is almost identical: a good month was July 2018 with only 62; a bad month was May with 271; but from August the inattention flies: 343 in August, 547 in September, 837 in October, 1154 in November and 1309 in December until the 22nd.
And to counter the presidential speech that this only happens in high specialty hospitals, which is a problem only of the third level of public health (high-risk diseases), the same internal document of the IMSS, which has not been made public, It shows that problems have triggered in the first and second level (outpatient care, and general and emergency hospitals, respectively).
