The original operator of the shopping mall, Zhufu Clothing Company (NET), questioned the Keelung City Government’s investment promotion operations and property rights transfers twice. He published a newspaper complaint accusing the Keelung City Government of illegal investment promotion and angrily denouncing the Keelung City Government’s “robbery behavior”. The Keelung City Government re-organized the investment invitation process for East Coast Plaza, with Breeze Group qualifying and handling the handover of equipment and other asset points in the early morning of January 31 and February 1. NET is a third party of the original operator, Dainichi Development Company, and is responsible for the operation of the shopping mall from the first to fourth floors. NET advocates investing in the construction of the 2nd to 4th floors, and advocates owning the property rights. The city government presented the contract with Dainichi, emphasizing that the entire property of East Bank Plaza belongs to the city government, and the two sides have repeatedly clashed over this issue.

NET published an advertisement on the front page of the newspaper today, with the text “Apology. The civil dispute between the company and the Keelung City Government should be left to judicial determination. I apologize to the people of Keelung and the people of Taiwan for causing social turmoil.”

In this regard, City Hall spokesman Yu Zhiming said that the city government has taken note of NET’s public apology and appreciates NET’s willingness to clearly explain to the public the social misunderstandings caused by it during this period.

Yu Zhiming said that the city government believes that the rights and wrongs should be handled by the judicial authorities in accordance with the law. Currently, the dispute over the property rights of East Bank Plaza has entered the judicial process. The city government will wait for the court’s decision and believes that justice will return justice to the Keelung City Government.

Regarding media reports that Keelung Mayor Xie Guoliang held a meeting with his staff in the morning to discuss countermeasures, Yu Zhiming also clarified that the Keelung City Government convenes a meeting of bureau heads every Monday morning, and it is not a contingency meeting for NET advertising.
