The FDA believes that the company, which has enjoyed great success with its electronic cigarettes and flavored refills, has failed to demonstrate that the commercialization of its products complies with public health protection rules.

Juul Labs said in a statement that it disagreed with the FDA’s conclusion and said it had provided sufficient data to resolve the issues raised by the agency. The company will now appeal the decision, it said.
