Jean-Pierre Giran Elected President of Toulon-Provence-Mediterranean Metropolis After Hubert Falco’s Ineligibility

The day after the election of Josée Massi as mayor of Toulon, the succession of Hubert Falco, ineligible, continues. This Thursday, May 4, it was the LR mayor of Hyères, Jean-Pierre Giran, who was elected head of the Toulon-Provence-Mediterranean metropolis.

He was the only candidate.

A 76 ans, Jean-Pierre Giranmayor LR of Hyères, was elected this Thursday morning by an absolute majority (62 votes out of 81 voters) at the head of the metropolis of Toulon.

He replaces Hubert Falco, sentenced in April for concealment of embezzlement of public funds in the so-called “Falco fridge” case and now ineligible.

Jean-Pierre Giran has been mayor of the town of Hyères since 2014. A former professor of economics, he was also a deputy from 1997 to 2017, UMP then Les Républicains. He had been vice-president of the metropolis since 2020.

I think my election is legitimate, I was 1st vice-president, I covered a lot of files, but it can’t be a joy, insofar as I think a lot of the president who preceded me, Hubert Falco.

Hubert Falco, a former member of the Les Républicains party now rallied to Emmanuel Macron, was sentenced on April 14 by the Marseille criminal court to a three-year suspended prison sentence, the confiscation of 55,000 euros seized from his account and a sentence of ineligibility for five years.

Justice accused him of having continued to have lunch for free for years in the cafeteria of the Departmental Council when he was no longer president, and of having taken advantage of meals on wheels and laundry costs, also paid on public funds from the Department. These private meals served to Hubert Falco and his wife, an employee of the county council, would have cost according to the survey 64,500 euros between 2015 and 2018.

Hubert Falco appealed his sentence, which however remains immediately applicable.

If by chance, and I hope, Hubert Falco won on appeal, he would resume his duties if he wishes, but that is a question that I do not ask myself today.

On the question of his action at the head of the metropolis, Jean-Pierre Giran recalls that “we are halfway through our mandate. The three years that have just passed have been three useful years, with the emergence of a certain number of projects.”

Continuity is a top efficiency priority.

This does not prevent the mayor of Hyères from expressing this remark:

It is a small revolution, somewhere, that for the first time this institution is chaired by someone who is not mayor of Toulon. It may also be an act of democratic maturity.

Wednesday, May 3, it was the former first deputy of Hubert Falco in the city of Toulon, Josée Massi, who succeeded him as mayor, following a vote by the municipal council.
