Twitter has confirmed that some of its users are not uploading tweets and that it is working to fix the problem.
Overnight Twitter support tweeted:
Some of you may not load the tweets. We are working to fix an issue and you will be back on the timeline soon.

In particular, Twitter made the announcement several hours ago, and there are still several user reports, the problem persists, suggesting that it has not disappeared and that some time may still pass.
Using both the app and the web version of Twitter, tweets seem unusually slow to load, and there has also been a noticeable drop in engagement for some.
