We are the number one country in Europe in terms of the number of heat pumps imported from Asia. Unfortunately, many of them do not meet the technical requirements. Heat pump inspections are to start in 2024. Owners of those from China may be in trouble.
The President of the National Fund for Environmental Protection and Water Management, Paweł Mirowski, has been warning future beneficiaries of the “Clean Air” program for some time now. He urges them to check the contractor and the heat pump before signing a contract. According to the fund, approximately 7,000 applications for funding for the purchase of a heat pump are submitted each month.

How many of them are equipment that meet all technical requirements? It’s not good. As estimated by the Chamber of Commerce for Renewable Energy Devices, more than half of these devices on the Polish market do not meet the parameters declared by the manufacturer. Most of it is equipment from China, which customers decide to buy due to its low price.

No chance of passing the inspection
In turn, the Chamber of Commerce for Renewable Energy Equipment warns that more than half of heat pumps in Poland may not pass the inspections announced by the Office of Competition and Consumer Protection.
Only a few heat pumps on the Polish market have technical parameters confirmed by laboratories accredited in the European Union. Currently, intensive consultations between the Chamber’s experts and representatives of the National Fund for Environmental Protection and Water Management are ongoing, with the aim of granting subsidies only to heat pumps that have appropriate documentation. A good example for the authors of ongoing works are pellet boilers and wood gasification boilers, which have long had all reports and documents confirming their quality, reliability and declared parameters.

The Market Quality Control Department at the Chamber of Commerce for Renewable Energy Equipment informs about numerous abuses in subsidy programs regarding the parameters of heat pumps declared by the manufacturer.
I hope that the National Fund for Environmental Protection and Water Management will implement provisions regarding more stringent regulations for heat pumps in its subsidy programs as soon as possible. They will provide subsidies for heat pumps whose parameters will be confirmed by an accredited laboratory located in the EU. Thanks to these changes, the beneficiary will not be defrauded. I do not understand why, from the very beginning of the program, such a provision was not introduced for heat pumps, as was the case with pellet boilers.

In 2024, changes regarding heat pumps in the Clean Air Program and inspections by the Office of Competition and Consumer Protection are to be introduced. Such actions would effectively eliminate inappropriate quality heat pumps from the market, as was the case with solid biofuel boilers.
According to current regulations, heat pumps are not subject to mandatory laboratory tests, as is required for other heating devices. So far, not a single inspection regarding the quality of heat pumps has been carried out in Poland. It is therefore difficult to estimate the scale of non-compliance of devices with the energy efficiency standards declared by manufacturers.
